    - 2% of the # of people born in a country living in
    U.S. according to the 1910 census
    - result: favored N. and W. Europe
  2. Immigration Act of 1965
    - country quotas eliminated (1968)
    - hemisphere quotas established
    - 170,000 annually from eastern hemisphere
    - 120,000 annually from western hemisphere
  3. Immigration Act of 1978
    - hemisphere quotas eliminated
    - global quota of 290,000 annually
    - maximum of 20,000 from any one country
  4. Immigration Act of 1990
    - total raised to 714,000 annually
    (675,000 for 1995)

    -Chain Migration preference system:

    1. * preference given to relatives
      * 480,000 of 675,000 in 1995
